Ein Kontraktor/Contractor liefert (hier) Wärme, erhält darüber einen langfristigen Vertrag und finanziert die Anlage zur Wärmeerzeugung . Er ist damit ein AuftragNEHMER, kein Auftraggeber!

As far as I know, they are referred to as Auftraggeber and Auftragnehmer.
