Braga, a mais jovem das cidades portuguesas, consegue a quadratura do círculo: juntar um centro histórico exemplarmente preservado a uma zona moderna e dinâmica...
Wikipedia gives "squaring the circle" for the mathematical problem, but that makes no sense here. I was thinking of "bringing together opposites" but don't like the phrase. Any ideas? Thanks in advance

to do the seemingly impossible
I think this would fit really well in this context. I had thought of "fit a square peg into a round hole" but I think that may be a bit too much. :o)

Portuguese term (edited):
consegue a quadratura do círculo
is managing to square the circle
More or less the same expression is used in English to describe achieving a difficult task.

Discussion
to find a good solution to a problem when that seems impossible, especially because the people involved have very different needs or opinions about it Few poor countries can afford to look after their works of art properly, but neglect is unwise if you want to attract tourists. Thailand is attempting to square the circle.
For example, in Spanish, the expression "descubriste la cuadratura del círculo" ("you discovered the quadrature of the circle") is often used derisively to dismiss claims that someone has found a simple solution to a particularly hard or intractable problem.
