Japanese to English Tech/Engineering Manufacturing
This comes under a list of documents that must be provided by the manufacturer to the client at the time of delivery. It probably refers to a certificate for non-applicable items/products, but I am not sure about it...

「非、、、」= non
「該当」 = applicable; corresponding
「証明書」 = certificate

This certifies that the item being exported cannot be used in the manufacture of "strategic materials" (weapons of mass destruction etc.)

Parameter Sheet

It is an industry wide used terminology. When you speak to someone in charge of export control, you can speak 'Parameter Sheet' so that your counterpart understands about which forms you are talking.
Example sentence:

Q1 It is said that a parameter sheet is necessary for exporting from Japan. Can it be issued? A1 Refer to "Kohyo list (Declared List)" of CISTEC. If the product is listed there, submitting an individual parameter sheet is unnecessary.
