This is a document on general economic theory and the changes in economic policy that have been brought about by the current financial crisis. The full sentence and those preceding (for context) are:

Une des grandes caractéristiques du régime des prix issu de la globalisation est que les variations de l’inflation sont, non seulement d’ampleur réduite, mais retardées dans le cycle des affaires. Seules les hausses entretenues de matières premières, donc une modification des prix relatifs, peut entraîner un relèvement limité du taux d’inflation. Hormis cette circonstance, les banques centrales n’ont pas de raison de durcir la politique monétaire si leur objectif épouse la règle de Taylor : maîtriser l’inflation tout en
facilitant **la croissance au voisinage du potentiel.**

I have provisionally translated it as "controlling inflation at the same time as facilitating growth potential in the domestic market" but am really not sure if this is what is meant. Any suggestions welcome - thanks in advance!

I did look up the Taylor rule, of course. It was the first thing I did! The rule itself is an algebraic equation, as far as I can gather. There are a great many articles and papers about it - definitions, commentaries, etc. and I wasn't able to find what I needed quickly. Many of them are only available to subscribers. The link below (thanks BD Finch) is extremely helpful.

Kerensa, "domestic market" doesn't appear in the French text. Since Taylor is a US economist, maybe you could search how he really phrased his "Taylor rule"

I'm no economist but you really need to look up Taylor and his principles (rules) - he talks about controlling inflation and also about encouraging growth in relation to potential. The "voisinage" means "in the vicinity of" (nothing to do with the domestic market) - the concept was originally in English so you will need to hunt out the actual original. Over to you....
