Тут возможно два случая:
1. Праздник попал на выходной и он компенсируется объявлением ближайшего рабочего дня выходным. In the event of a public holiday falling on Saturday or Sunday, the nearest working day is declared a day off.
2. Выходной объявляют рабочим днем, чтобы присоединить его к празднику. In the event of Saturday or Sunday being declared a working day to add it up to the public holiday
