Those isolated words are always the toughest!
In that position it is possibly an indication of a category for archiving or something like that - again, wild guessing as I can't see the document...
But unless it is a category - perhaps rephrased as:
estate under trustee administration
-- it is hard to come up with anything better

bo here means estate or home, and bestyrer here means a trustee, hence, a trustee of the estate.

Companies also have a 'bo' - in which case the bobestyret is a committee of inspection.
Private individuals, if insolvent - just one scenario here - have a trustee-in-bankruptcy.
If one of the heirs is insolvent or there is a family dispute etc., then it's possible in the UK that a judicial trustee is appointed cf. in the US supervised estates.
