Executive deputy chairperson / chairman / chairwoman
I would avoid "vice president", because it does not indicate the number two person in US companies. Large US companies can even one or two hundred "vice presidents". You can choose the version of chairperson according to the degree of political corretness you want. "operational" would do in place of exective, since this isn't actually a company, although the terminology they are using is much the same.
