Is 'desired functionality' the correct term to use here?
Der er holdt adskillige møder både på stedet og i styrelsen for at afklare selve projektet og ansøgningsmaterialets karakter og de krav, som en hensyntagen til fredningsværdierne stiller i forhold til de funktionsønsker, ansøgerne har og de krav, som bygningsreglementet stiller til den nye anvendelse.

You could certainly use desired functionality.
I might rephrase it in the direction of 'what functions the applicants require'.
It depends very much on the style you use in the rest of the text, and what precisely is meant.
Functionality is a blanket term, and strictly it means a range of functions. (Oxford Advanced Learner's Dictionary)
The required/desired functions can be specified one by one on a list.
(I know the words functionality and function are sometimes used interchangeably, but I'm in a pedantic mood today!)
