Valery,

If you Google "Tabling and Animal Rights", you will find that the majority of results are related to people setting up actual tables at various events and conferences.

Within the context of animal rights, most hits on Google refer to tabling as: "setting up an information table filled with brochures, fact sheets, miscellaneous items, or any type of free literature available for the general public to review ...".

Tabling (pronounced: table-ing)
”Tabling” is when one or more individuals volunteer their time to set up an information table filled with brochures, fact sheets, miscellaneous items, or any type of free literature available for the general public to review, take home, and hopefully share with others. Tabling events commonly take place at special events such as festivals, and conferences.
Many non-profit organizations are happy to supply volunteers with ample materials for free; however donations are graciously accepted for the expense of producing and supplying endless quantities of professional materials.

For this reason, I proposed a "general" term of advocating or enabling the set up of tables for the distribution of information related to animal rights issues.

"To table" is to set up an actual table covered with information

According to Amnesty International:

What is tabling?

"To table" (the word table in verb form) is to set up an actual table covered with information and eye-catching displays, staffed by knowledgeable and eager young activists (that's you), to educate and involve people in their campaigns.

But it can also mean this:

http://en.wikipedia.org/wiki/Table_(verb)

Table as a verb has two contradictory meanings, one in use in the United States and the other in the remainder of the English-speaking world. In the United States, the motion to table (or "lay on the table") is a proposal to suspend consideration of a pending motion, while in the United Kingdom and elsewhere, to "table" a motion (or "place on the table") is the means to commence discussion on a proposal.

The word "tabling" came from British Parlament and it refers directly to the Speaker :http://www.nt.gov.au/lant/pub/GovInNT/chap7/main.html

The ideas of the speaker are set down (written form) officialy in the House of Commons in Britain (should be House of Representatives in US).In front of the Speaker's Chair is a T-shaped table called, quite simply, 'the Table'. Whenever a minister or a member presents a document (such as an annual report from a government department) to the parliament, it is said to be 'tabled'. This goes back to the days before printing, when copies of documents had to be written by hand, and it could take a long time for each member to receive one. So, the document was placed on the Table where members could read it. Today, documents are printed and distributed to all the members, but a copy is still tabled to show officially that it has been presented to the Parliament.
