It's a little difficult to phrase this in polished form without more context, but it is not the confirmation that is quantified, it refers to the data packet used for confirmation that has a quantity. The phrase goes on to talk about what happens if there is a time out before a sufficient amount of data can be retransmitted . . . is how I read this.

ack (=acknowledgement) amount
I cannot figure out what VT is here, but from the text I guess it is related to packet transmission acknowledgement. If so, the shortest answer is ack amount = amount of acknowledgement packets.
