Could this be a type of "wale" or have anything to do with the term "waling"? I am unable to picture the form this "Riegel" takes!

In architecture, a "Riegel" can often be a building section (part of the building), hence my relatively general suggestion. A picture would be helpful, though.

I believe I came across "glasriegel" used to mean a glazed skybridge type thing (i. e. a short blocky rectangular (hence "riegel"="bolt/bar-shape")glazed passage between upper storeys of two adjacent buildings) in a text I translated some time ago. I doubt I'll be able to find that text, but if I come across an example elsewhere I'll get back to you. That would seem to fit the context you give.

: Unlikely - see context "der Zugang zum ***Erd-*** und Obergeschoss erfolgt über einen Glasriegel". According to this detail, the "Riegel" should also extend to ground-floor level.
