I'm translating a text with this sentence "бычий красный глаз светофора". Is this a kind of metaphor? Any help is welcome!

Машинист мигнул помощнику, паровоз дал
предупредительный сигнал. Мелькнула освещенная электричеством будка,
очередь машин у опущенного полосатого шлагбаума, бычий красный глаз
светофора.
