: it appears we are answering the meaning of 現象, not the original posted question. if that is the case, this is the best description. I would translate as "fault" or "symptom".

"occurrence" or "incidence"
is really about 現象.
"Occurrence" or "incidence" (of some mishap or event)
would probably be the best way to consider this.
As in your context, "occurence of engine failure" is one
common usage. But it's not limited to that; 現象 is
also often associated with natural disasters, such
"occurence of volcano eruptions". I have some search
results below you can check to confirm that these usages.
I don't know why "phenomena" predominates the dictionary
translations. That only makes sense for some of the usages
of this term.

In this particular example, 現象 refers to the erroneous behavior that you can observe as opposed to the underlying problem.

When you see something is wrong and call up an engineer, the engineer might say, "どんな現象ですか？" to ask you to explain what you have observed.

The Japanese phrase you quoted is sort of awkward and I might rework as follows:
"Used to check vehicle status during various functions and failure conditions (airconditioner faults or engine stalls, etc.)"
