: I don't think they mean the (natural) environment, but the Milieu as in "Zille sein Miljöh", i.e. the society, atmosphere and quirks of a certain part of the city

: Your reference is a German site and the term you offer, especially "the built structure", sounds distinctly non-native to me. The "built environment", on the other hand, is an established term.

: Does this go far enough? Mileuschutz is about population as much as buildings... see ref. above. Perhaps neighbourhood conservation measures (including rent ceilings) ??

Happy new Year/Mines..was an example. In Athens this would not be peculiar (in a Stadtteil)((depends also what is meant by a Stadtteil))
