Outline is not wrong at all. This is another option you would dconsider.運営要網 then could be Administrative Summary (or Outline).
In my understanding "Outline" is something newly presented. "Summary" is abstraction of what the main text says.

If 要網 (and the entire term that you have written)is appering in the beginning of the particular explanation or if it is the heading of any explanation,it can be termed as "ouline" whereas if it is the concluding part of the respective explanation, 要網 would be more appropriatly termed as "summery".
