アメリカで I R コンサルタントとして活躍する筆者が、I R 先進国で全大学にI Rが普及した先に待ち受けていた課題と、それに立ち向かう大学の現 状を紹介する。そして、大学の文化や環境の違いを前提に、日本の大学が 「データに基づく経営」を進めるうえでの課題を論じる。
はじめに
IRは、大学内外に存在するデータ を集約し、分析を駆使して大学経営に 貢献するというミッションを担う。ア メリカでは 1960 年代から徐々に設置 が始まり、今では I R が存在しない大 学を見つけるほうが難しい。 日本でもデータに基づいた大学経営 の重要性が認識されるにつれ、多くの 大学が I R 設置の検討を始めた。中に はすでに始動している大学もあるが、 高等教育界全体として、I R はいまだ 手探りの段階である。 本稿では、実践に関しては数段階先 を行くアメリカの I R が、現在いかな る課題を抱え、どう対処しているのか を述べ、アメリカと異なる大学文化を 背景に持つ日本が、アメリカを参考 に、どのような進化をめざしていくべ きかを考察する。
データ要求への対応に 忙殺される米国のIR
I Rは、大学戦略計画に関わる分析、 内部評価、財務分析等、大学経営に直 接影響するデータ分析を通して経営陣 に提言を行う役割を担う。しかし、近 年のアメリカの I R は、年々激しさを 増す大学のアカウンタビリティー(説 明責任)対応や学内からのデータ要求 対応に忙殺され、本来の作業になかな か手が回らない状況にある。 説明責任とは、アメリカ高等教育の 文脈では、税金の投入された大学は経 営の実態に関するデータを社会に公開 する義務を負うという意味を持ち、 州・連邦政府や認証評価機関、メディ アなど、学外からのデータ要求に対し て全て回答する義務がある。IR がそ の学内責任者であるケースが多い。加 えて、I R は毎日のように大学執行部、教職員からのデータ要求にも対応しな ければならない。多くの I R はこれら の大学内外からのデータ要求対応に追 われて 1 年が過ぎる。
IRの新たな役割である データガバナンス
アメリカの I R の大きな課題の一つ は、この役所的作業を効率的にさば き、本来のミッションに関わる作業に 従事する時間を確保することである。 その努力の一環として、近年は情報部 と協力して、学外からの説明責任対応 をできる限り自動化し、学内のデータ 要求に対しては、I R を介さずとも教 職員が必要なデータを自ら取得できる システムを構築する作業が進行してい る。また、現場のスタッフが基礎的な 分析もウェブ上で簡単に行えるシステ ムを導入するなど、従来、I R が一手 に担っていた作業を現場レベルで行わ せる努力がなされている。 このようなシステムの構築が可能に なった背景には、近年のデータベース
(DB)環境の発展がある。かつてアメ リカの大学では、DB が業務ごと(入 試、教務、奨学金など)に分かれ、そ れぞれが独立した状態で存在してい た。I R 担当者だけが全ての DB にアク セスでき、教職員は他部局のデータ を、I R やその部局のデータ責任者を 通してのみ取得できた。 しかし、学内に散在する DB を 1 か 所に統合したデータウェアハウス(DW)が 1990 年代から徐々に導入され、各大学はその構築への投資を始め た。各大学のデータベース環境は劇的 に改善し、大学執行部や現場の教職員 が I R を介さずとも入手できるデータ は格段に増え、先述したように I R 業 務の効率性の上昇にも貢献している。 しかし一方で、DW の登場は、解釈 の意思統一がとれないままデータが学 内に拡散し、混乱が発生するという副 作用も生み出した。この事態に対処す るため、I R はデータの質・定義を一 元管理し、個人情報や機密データの扱 いに関するルールを明文化し、効率的 なデータ伝達システムを構築するこ と、すなわち「データガバナンス」の リーダーシップを求められるように なった。急速に集積される膨大なデー タを組織全体で有効活用することはア メリカの大学の重要なテーマの一つで あり、現在 I R に求められている新し い役割の一つである。
日本では外圧の弱さが IRを滞らせる要因に
翻って日本では、IRの重要性が認 識され始めて10 年以上たつにもかか わらず、その実践はいまだ初期段階を 越えていない。これは、「データ重視 の経営」自体が高等教育界にとって新 しい概念であり、その枠組みの中で果 たす I R の役割を上層部が理解しきれ ていないためだとの指摘もある。しか し、より大きな理由は、高等教育界全 体に対し、各大学機関内のデータの効 率的な整理・管理を促す社会的圧力が 欠如していることにある。 アメリカは伝統的に税金の使途に厳 しい国で、社会が大学を厳しく監視 し、さまざまなデータを公開するよう 圧力をかけてきた。大学は学内のデー タを整理せざるを得ない状況に追い込 まれ、「 I R 的」なるものが学内に自然 発生的に誕生した。そして、データを重視する文化が学内に徐々に醸成さ れ、I R は今の形態へと進化を遂げた。 一方、日本では大学の説明責任に対 する社会的圧力はアメリカほど強くな い。特に経営が安定している有名大学 ほど自らのデータを省みる必要性は少 なく、その結果、I R の導入にも積極 的になりづらい。しかし、日本には 18 歳人口の減少というアメリカには ない市場圧力があるため、特に私立大 学では、I R を通したデータ重視の経 営の重要性について、認識の共有はで きている。にもかかわらず、I R を目 の前の現実にどのように組み込んでい けばいいのか、理想と現実の整合性が とれず苦慮している大学が多い。
IRの自在なアクセス等 データ環境の整備が急務
日本の大学で I R が機能し、データ 重視の経営を実践するために必要なス テップは 3 つに分けることができる。 第一に、大学は I R 担当者が学内に ある全 DB に簡単にアクセスできる環 境をつくることである。部局ごとの DB が学内に乱立し、I R は稟議書を提 出して関係部局からいちいち許可を得 なければデータを収集できないという 非効率な環境を改善する必要がある。 次の段階では、早急に DW を構築し て、学内に散乱している DB の統合を 図る必要がある。DW の導入は組織の データ活用度
とIR作業の 効率性を格段 に高め、長期 的に大学経営 の効率化をも たらすことに なる。 3番目の段 階として、I R が中心となり、DW に集積されたデータを効率的 に学内に還元するシステムの構築が必 要となる。学内スタッフが必要なデー タを必要なときに取得できるシステム の確立は、大学としてのデータの有効 活用度をさらに高めることになる。 図表は、第2段階(IRがDWのデー タを各部局に提供)から第 3 段階(各 部局が直接データを取得)への進化を 表している。DWを中心にデータが学 内に有機的に行き渡るシステムの構築 こそが、現時点で日本の大学がめざす べき形であり、データ重視の経営を実 践するために必要である。
終わりに
I R の目的とは、データに基づいた 大学経営を行うことである。I R を機 能させるためには、I R を既存の組織 に外づけするだけでは不十分で、デー タベース環境の整備、そして組織の慣 習の変革を必要とする。説明責任に対 する社会からの圧力が弱い日本の高等 教育界で、そこまでの内部改革を期待 することは現時点では難しい。しか し、市場縮小というもう一つの圧力が 年々強まる中、避けては通ることので きない道である。その圧力に屈するま で大学改革を先延ばしにするのか、そ れとも今、実行するのか。I R は、そ れを大学の経営者に迫っているとも言 える。
Translation - English The Current State of IR in the US and Challenges in Japan
This article was written by an IR (institutional research) consultant who is based in the US, a nation at the forefront of the field where the practice is prevalent in universities and colleges. The author presents the current situation and the issues American institutions have been facing following widespread utilization of IR. Furthermore, the article discusses the challenges Japanese universities face in pursuing data-informed management, taking into consideration the difference in American and Japanese university culture and context.
Introduction
The objective of IR is to aggregate and analyze data that exist within and outside of a university or college to support its management. Emerging in the 60s as a new profession, IR is so widespread today that almost all US institutions have institutional research office or a similar function that conducts institutional research.
Many Japanese institutions have begun to consider setting up IR offices or an equivalent function in recent years as they became aware of the importance of data-driven management. This is mostly in response to the burgeoning market pressure resulting from the declining population. Some institutions have quickly responded to the pressure and created an institutional research function to better utilize their internal data. Overall, however, institutional research practice is still limited to only a handful of institutions.
This article first presents current challenges in institutional research in the US, where institutional research has a long history of practice and tradition. Then it discusses what Japan can learn from the US, and how IR should evolve in the country where its postsecondary culture is markedly different.
IR offices in the US overloaded with data requests
The IR office is responsible for analyzing data that directly impact university management, such as strategic planning-related analysis, internal evaluations, and financial analysis, and makes recommendations to the management team. However, the reality of IR in the US in the recent years is that the office is typically overwhelmed with tasks regarding accountability compliance, which is becoming increasingly rigorous, plus with internal data requests within the institution. As a result, IR team often cannot attend to the tasks it was originally intended to conduct.
Accountability, in the context of higher education in the US, stands for the responsibility of tax-funded institutions to be transparent about how they spend tax dollars to the public. Often the IR office is tasked with addressing all accountability requirements such as data requests from the state or the federal government, accreditation organizations, and the media. Additionally, the office also needs to respond to daily requests from the president, provost, and other administrators, staff, and faculty. Consequently, many IR teams are overloaded with such data requests.
Data governance, a new role of IR
IR in the US has been facing the challenge to streamline the “bureaucratic” tasks in order to secure the time for matters it was originally intended to address. In this effort, recently IR offices have led an effort to automate the processing of the external data requests in collaboration with the IT department. Many institutions have also developed/purchased systems to address internal data requests. Such software allows staff and faculty to directly access the data they need without going through IR personnel, and also conduct basic analysis using online analytics software.
The development of such systems was made possible with the advancement in database technology in the recent years. In the past American institutions had set up separate independent databases for each functional purpose such as admission, registrar, student account, scholarships, etc. At that time only the IR staff was able to access all the databases, and staff and faculty needed to go through IR or the staff in charge of the particular database in order to obtain data from other departments.
The introduction of data warehouses that aggregate databases in one location gradually progressed in the 90s, and institutions began investing in their development. The database environment in universities and colleges significantly improved. Staff and faculty are now able to access more data without the need to go through the IR office which in turn improved the efficiency of IR operations.
On the other hand, data warehouses have brought about confusion in some institutions where data was made available to the entire organization before they could come to a consensus on its use and interpretation. To address the issue, IR has come to provide leadership in data governance, leading an effort to monitor data quality and definition, document the rules of personal or confidential data use, and develop efficient data communication systems within the institution. Large amounts of data are accumulating rapidly. Their utilization as an institution as a whole is one of the central topics of discussion in American universities and colleges, and it is also a new responsibility of IR offices today.
Lack of external pressure negatively impacts Japan’s IR
In Japan, universities have been acknowledging the importance of IR for more than ten years, but its practice is still in the early stages. Some point out that this is due to the fact that university senior management does not sufficiently comprehend the role of IR in data-centered management, and that the management approach itself is a novel concept in higher education. However, a more accurate reason is the lack of pressure from Japanese taxpayers towards higher education to force institutions to organize internal institutional data.
Traditionally, US taxpayers have closely monitored and reviewed tax utilization, increasing the pressure to make postsecondary institutions transparent. The accountability pressure has forced higher education institutions to organize thier data in order to meet the requirements, resulting in the gradual emergence of IR function to handle the task. Institutions have also recognized more values in data throughout, Over time, the significance of data gradually increased, and IR evolved to its current state.
By contrast, the social pressure towards accountability is relatively weak in Japan compared to the US. Especially in renowned universities where operation is stable and the need to examine data is low, the institution does not actively pursue IR. However, private universities acknowledge the importance of data-centered management based on institutional research due to the decline of college-age population in the country, a market pressure not present in the US. Nevertheless, in many universities the reality and their ideals are at odds, and there is a struggle to utilize IR in the current operations.
Urgent need to develop data environment
For IR to function in Japanese universities and for the institutions to practice data-centered management, the restructuring can be divided into three phases.
First is the development of a system that allows institutional researchers to easily access all databases in the institution. It is necessary to overcome the current inefficient state that involves numerous department databases scattered throughout the institution and the need to submit requests and receive permissions in order to collect data.
Next, institutions need to urgently develop data warehouses that aggregate the distributed databases. Introduction of data warehouses significantly improves data utilization in organizations as well as the efficiency of IR operations, and will streamline university management in the long run.
The third phase is the development of a system led by the IR team that efficiently disseminates data to the university community. A system that enables university members to access necessary data whenever they need them will further improve utilization of data in institutions.
The diagram presents the transition between the second phase in which the IR office distributes data to various departments within a university and the third phase in which the departments directly access the data. In order to practice data-centered management, Japanese universities currently need to develop a system with a data warehouse at its center that extends data throughout the institution.
Final thoughts
The goal of IR is to perform university management based on data. For institutional research to function, simply adding IR to the current organization is insufficient, but it requires upgrades to databases and transformation of organizational conventions. In Japan where there is less social pressure on accountability in higher education, such internal change is not realistic at this point in time. On the other hand, as the market shrinks by the year in the country, the change cannot be avoided. IR in Japan is pressing on university management to make a decision – either defer institutional restructuring until the organization gives in to market pressure or promptly proceed with reform.
