This is giving me problems, though I'm sure it must be pretty straightforward. Does it mean 'the orchestra played to a (just over) half-full hall'? This wouldn't sound too good though, would it?

I agree that it doesn't sound like a compliment, but that's what it says and I don't think it can mean anything else. It's not so easy to fill a concert hall these days outside the big centres. Maybe it's intended as a dig at the people of Málaga for not turning out in greater numbers?

It is a bit surprising, though, because it's a very attractive programme, and it was a Saturday. But I'm sure this is it. The last sentence of the review is "Concierto injustamente correspondido a pesar de ser uno de los puntos destacados de la temporada." (I'm using the link Ion found in the other question.)
