I am translating a series of CVs of Colombian medical doctors, and they all use this unusual phrase (at least it's unusual to me) in their professional profile. For example:
Soy un Medico cirujano, especialista en neurología con capacidad resolutiva de las entidades médicas más frecuentes de la población general.
My best guess is that this is a fancy way to say that he is able to properly diagnose the diseases that occur most frequently in the general population.

I don't think it refers to "ability"; it's more about the authority that has been entrusted in the person.
