In Spain, "Administración" usually means the government, whether local, regional or national. However, that doesn't mean that "administrative" as used here is a false friend. Far from it.

: Having looked at the source of this, yes. This is a "for jurists" text, so administrative is in no way a false friend here, although you could make it clearer with "administrative-law prohibition" or some other workaround.
