Civil Trial and Criminal Investigations Court No. 2 of Teruel
I know this is a mouthful, and you can certainly word this otherwise, but I believe you may find the EU translation of this term somewhat lacking. In Spain “juzgados de primera instancia” are “civil trial courts,” i.e., they exclusively try civil matters in the first instance (at the trial level). In contrast, “juzgados de instrucción” are criminal courts that primarily conduct preliminary criminal investigations (“instrucción del sumario”) of serious felonies (“delitos graves”). In smaller towns (such as Teruel), these two courts (“juzgado de primer instancia”, a civil trial court, and “juzgado de instrucción,” a criminal investigations court) are combined into one. In my view, the EU translation fails to make this distinction, omitting the fact that “juzgado de primera instancia e instrucción” is both a CIVIL court of first instance (trial court) and a CRIMINAL investigations court. Thus, an alternative such as “civil trial and criminal investigations court” may prove to be a more accurate rendering.

Thanks, neilmac. I agree and, in effect, in an Anglo-American jurisdictions courts of first instance are generrally called "trial courts." The EU formerly had a "Court of First Instance", but it is now called the "General Court".
