I am pretty sure that this is a 'mise en régie' of the work item / project or service, so thge contracting authority or govt. agency 'grabs back' control.

Otherwise, the dictionary-undriven terms of forfeiture, distraining, impounding (Scots: poinding), attachment and Mareva freeze injuncting / enjoining don't really work in the context.
Example sentence:

Forfeiture is the loss of any property without compensation as a result of defaulting on contractual obligations, or as a penalty for illegal conduct.
