'con cargo' is used in this context to mean that when the document is submitted, the person who receives it must stamp the date (and perhaps) time on it, as proof that the deadline was respected.
If they don't use a mechanical or computerised date-stamper (which will also usually include the name or function of the receiver), this person will need to make a manuscript note on the document providing the same information.
