Context: "Solicitud especial: flexibilidad en la liquidación del incentivo de productividad y normalidad laboral (50% por cumplimiento de metas y 50% por responsabilidad y lealtad con la nueva jornada de trabajo)"

This part of the document concerns mitigation measures for the changing of a work schedule (working hours) of a company based in Colombia. I am wondering what is meant by "normalidad laboral" as I am unsure that "labor normality/regularity" makes sense in English.

I think it means "work as usual", i.e., without interruptions, strikes, stoppages, etc., but I'm not quite sure how you'd want to word it.

agree Chema Nieto Castañón : Undisrupted work suena razonable. Específicamente, el incentivo por productividad se da en función de metas y el incentivo por "normalidad laboral" se propone "por responsabilidad y lealtad con la nueva jornada de trabajo" -sea lo que sea eso ;)
