This is what I have, but I don't understand the "por" part:
Perón calls them contemptible frauds, discontents, and troublemakers, and he relegates them to the shadows and to the opposition each time that he emphasizes “true patriots” and “authentic Argentine people.”

so I do not think it is "the opposition" as "the rival political party", but the meaning seems to be "contrast"

recortar in this context means he cuts them in pieces, makes them smaller, limits, lowers, sets them into a lower condition.
oscuridad would be synonim with clandestine while the "real heros" can go out and show themselves under any light in his regime.

I'm not sure exactly what they mean by "los recorta en la sombra" so I'm assuming yours is a valid translation, but I do understand the way that "por oposición" is used here, meaning 'in contrast to', 'in opposition to', thus my suggestion.

So relegates them to the shadows wouldn't be it exactly.
