Direct-line ancestor or descendent siblings in second-degree relationship
Hard to be more explicit as you don't give enough context. Who are these siblings being connected/linked to as ancestor or decendant? (or ascendent/descent if you prefer)
It would seem to be grandparent or grandchild for 2nd degree siblings
See this article which explains how the degrees are worked out.

The current trend is to refer to "hermanos" as "brothers", and to "siblings" as "brothers or/and sisters". However, legal language is not so open to change. Depending on the context, in this case "brothers" may be best translated as "siblings".
