This is the only way I can make sense of it. As The Misha says, it's about fixed interest securities, but if you Russians can't understand the phrase, I'm sure I can't :-)

I knew there was a proper phrase for this and it's "active trading"! акт сделки is vaguely similar to this, so maybe it's a poor translation of the English. So the phrase is "without [relying on] active trading".

Got it! A Russian hears and understands the phrase "active trading", but hears it as "act of trading", and translates that as акт сделки. That would explain why Russian speakers (and Multitran) don't recognise the phrase.
