Russian term

стимулы для оставления на кафедрах

agree AlisaIWW : I would replace 'universities' with 'academic departments' (or their British equivalent) as per the source text.

incentives to motivate their most talented students to stay on in their respective departments

Right or wrong, I interpret this as incentives directed at the students for the universities' benefit.

Peer comment(s):

neutral Anton Konashenok : "оставление" is derived from "оставить" rather than "остаться"

Thanks, Anton. I was unclear about that.
agree Aleksey Chervinskiy : technically he's correct, but i don't think it's relevant in this particular case what оставление is derived from, the only thing i'd add to your answer is "stay on as faculty" or rephrase it to reflect that they are staying in their new role as faculty

You mean you disagree with Anton on this? The noun оставление sounds goofy to me. Thanks, Aleksey. Your suggestion is good—adding "as faculty (members)"
