I would just like to clarify, for future reference, since this will appear in future searches, that the wrong answer was chosen... 'Destacado' can mean 'mentioned' or 'highlighted' in other circumstances but it doesn't here.

Indeed, Geraldo, I hadn't thought of that possibility, but it's very likely. If that's the case, my explanation of "destacado" below is not correct.

And 'destacado' in this scenario probably refers to someone from the mainland who was temporarily assigned a post in the Azores (a Portuguese autonomous region), so maybe 'posted'?

Ok then, This "conservador" is likely the clerk of the real estate notary office, therefore, the registrar, IMO.

Without context i.e. some more of the sentence, or paragraph in the source lanfuage for example this an impossible request. OR it is so simple that the answer can be found in a dictionary.

Indeed, David I asked the same thing in the previous question. Without context = pure guessing. "Conservador" can be several things, according to the type of document and who the parties are. What is the counter-party for "conservador"?

"Conservador" in notary documents/deeds is usually the registrar, but can't be sure without any context.

No, not "in charge". "Destacado" means the person has been mentioned before or their name is in boldface, italics, underlined, color, etc., i. e., emphasized or highlighted.

The Posted Registrar

Azores is autonomous from mainland Portuguese in many administrative aspects. In this case, it seems that a registrar from mainland Portugal was temporarily posted (destacado/destacamento) to the Azores.
