I'm having trouble putting this into English right now. It comes from a survey of company employees. The entire comment to be translated is: 人が辞めても人が採れない。会社は自分の部署に多くを期待していないことがよくわかります。

Nathan is quite right about what the line literally means. But if you look at the second sentence, you see that this employee is complaining about the company not filling a vacancy in his/her dept, as a clear indication that the company does not have a high expectation towards the dept (and this employee's job).

That would be the 直訳的 translation.
Perhaps something like:
Even if someone were to leave, you wouldn't be able to find anybody willing to replace them.
would work, but since the Japanese is ambiguous, perhaps:
