First, there must be a space between 2番 and 始期... no? there should be...
2番 usually means 'the second incident' happened to the property. *esp if 1番、3番 etc exists around it.
First incident is the older/oldest transaction, took place and recorded in the document. (Needless to say. 登記 a transaction record doc...) 2nd happened after 1st. And 3rd is more recent, etc.
It's all in Japanese but as a reference:

So it means, 始期... took place as the second transaction and it is recorded as such.
抹消 could be deletion or cancellation and the rest is:
provisional registration of/for
(expected/possible) transfer of
property rights (or ownership)
with the set/expected (starting/beginning) date
Someone had the right of obtaining (getting transfer) of the ownership of the property with some ideas about the date of when that would/could start.
And it was recorded in the 登記 doc as the second transaction took place regarding that property. And it was canceled - or deleted.
