Lower Central Nervous System has more hits in google (986) than Lowest Central Nervous System (5) so it may be safer to use Lower, however it really depends on the document context, and I am not specialized in this area. If you cannot confirm with the author, I suppose you can make a remark for this with a note.

The sinoatrial pacemaker consequently suppresses any tendency to automaticity in the lower centers because the normal spread of excitation discharges them more rapidly than they can generate new impulses.

If the control by higher brain centers was removed (through disease, injury, exhaustion, or temporary inhibition), the next lower centers, normally under the control of the higher centers, take over, leading to overactivity of those lower centers and hence more automaticity.
