I came up with "Information Release Range" for this, but it sounds unnatural to me. It is referring to a case in which by placing information on the web, the range of people that it is distributed to is greatly increased... when compared to a 回覧板 or something of that nature.

How about "dissemination" if it's talking about the number of people reached?

availability (or accessibility) of information
Does this sound like what the author is trying to say? I often wish there were a word like "available" in Japanese. It is an useful word, and very difficult to translate to Japanese.

: Okada-san, i guess "availability" might be more like "可用性" or "利用性". for now, i was also thinking about English terms that do not exist in Japanese. "availability" would be certainly included. -
