今までのどの回答でも言いと思います。ただ、原文に「指導し」とあるので、立会いをする、で加わっている意味はただそこにいる、つまりオフィスで指導してから担当者だけを現場に行かせるのではなくて、現場で指導に当たる、という意味です。ですから、私ならinstruct on-siteとすると思います。
