In the recipe for puff pastry, I find the term "pastello", which refers to the first step in making this product:
"Sciogliere bene il sale nei liquidi presenti
Versare sulle farine e impastare per pochi minuti (2/4 minuti in planetaria con il gancio)
Unire il burro e continuare la lavorazione per altri 2/3 minuti circa"

Is there a specific translation in English for this term?

Could you do a little more of context with the word pastello fitted in? So, we could see the sense of the word.
Perhaps Barbara is translating your idea.

I think pastello refers to, Dolce Pastello (pasticcino di tre latti), existing a great variety as you can see in the picture in the last note. See Ref comm

Conosco bene questo tipo di impasto.
Il termine tecnico per "pastello" è "détrempe", in inglese "dough packet",
ossia l'impasto base che andrà ad accogliere, proprio come un pacchetto o uno scrigno (altro sinonimo di "pastello") il "butter packet".

p.s.
al pastello di solito si aggiunge una piccola quantità di burro (come indicato appunto nella ricetta) che ha lo scopo di rendere l'impasto più morbido e più facilmente lavorabile.

Prepararla non è semplice e serve parecchio tempo e suggeriamo l'uso di una planetaria per semplificare per le fasi iniziali.
