Before, works used to be given as a commission to someone; artists had to earn the patronage of nobility/leaders/religious leaders for commissions, hence the usage of the word. Artists still need to be sponsored for shows as it would be too expensive otherwise, but not necessarily by governments, but by banks or big organisations
