Maybe "urban planning regulations" is better but "zoning" is used often broadly to refer to development regs beyond land-use rules in the strict sense. There are also building codes and regs, but what do they have to do with protecting rows of trees?

Zoning is a category too large.

Protection of trees in urban areas are generally the subject of town planning, so I am not surprised about the wording in the original text.
For example, in England the subject of tree protection comes under the Town and Country Planning (Tree Preservation) (England) Regulations 2012.
Generally, the purpose of zoning is primarily the regulation of land use, i.e. don't build a chemical factory, or any factory for that matter, in the middle of a residential zone, or a single storey bungalow amongst five storey blocks of flats.
If it was different in Hungary and it would be zoning matter, then the wording would have included zoning instead of planning.
