The vote of the ethics commission (Ethikkommission) can not prohibit a research project but a positive vote (approval) is nowadays mandatory for most of federal and non-federal funding of research. Therefore, the vote is not just an opinion but its value directs funding.
"... a faculty medical ethics commission. Their role was to assess the ethics of research projects before such projects could be considered for support from the fund. In 1984 this requirement was incorporated into the Code de deontologie medicale which made approval by an ethics committee mandatory for all research involving human subjects. ..." p101

Approval of the Medical Ethics Commission must also be obtained. The procedure of forming the Medical Ethics Commission and conducting its activities are laid down in the model regulations of the Medical Ethics Commission of a health care establishment approved by the Ministry of Health.
