If however you google the phrase itself, it becomes relatively clear that what it means is allocating a case to the Verwaltungsgericht rather than to constitutionally relevant criminal or civil law courts.
The following chart makes clear that the German legal system is divided into clear paths, one of which is administrative: the Verwaltungsgericht is the court of the first instance in that path, or track as the English courts would put it.

So what your judgment is saying is that the case must be heard in a relevant civil court, rather than the administrative court which requires a lower burden of proof.

Federal and state law determines which court has jurisdiction and may override the regular setup of jurisdictional responsibilities.
"Öffentlich-rechtliche Streitigkeiten nichtverfassungsrechtlicher Art können durch Bundes- oder Landesgesetze auch Gerichten, die nicht zur Verfassungsgerichtsbarkeit gehören, zugewiesen werden (§ 40 Abs. 1 S. 1, 2 VwGO). Eine Abdrängende Sonderzuweisung liegt also immer dann vor, wenn eine derartige Streitigkeit einem anderen Gericht explizit zugewiesen ist."
