German term

Entscheidungsfeld

German to English Tech/Engineering Architecture
(Does the first sentence here really have a meaning or is it waffle?)

areas for decision

the sentence does make sense. If you'r at the start of a project, i.e. virtually with a "blank site" staring at you, there are more options and more needs to decide and the cost factors thus riskier than if a project is already in progress.

decision area

definitely waffle ... there may be better alternatives, but "business areas" is common enough

scope of decisionmaking / range of applicableoptions for decisionmaking

It is of great significance that in terms of cost, the range of applicable options for decisionmaking during the preliminary stage of project realization is substantially broader than it is in an advanced stage of planning or even the actual construction phase.

possible decisions

Of great importance is that during the beginning of a project the different possibile decisions with a relevance for the costs are far bigger, than when the planning is progressing or even when the construction has begann.
=> the later the changes are made, the more costly they are = architectural paradigma, first plan, then build ;-)
Peer comment(s):

agree Kim Metzger : This is the most natural way to express it. Two quibbles: no comma between bigger and than and has begun.

Thanks Kim, especially also for the corrections.
