Context If Kevin is correct, and he may be correct http://www.cnrtl.fr/synonymie/toucher au port/verbe , then it might mean that if a particular vessel is a regular visitor to the port in question, the first 10 times are charged at a standard rate, but from the 11th one onwards, they get a cheaper rate.
