monitoring [and reporting] office/bureau

to ensure compliance and report on it...

makes sense to me

"bureau" just to make it sound more "official" [frequent in English]

**For \"accords de paix\" = I like the idea of \"peace accords\"

as in \"the Peace Accords for Angola\" [Termium]

Accords signed in may 1991 by the government of Angola and UNITA (National Union for the total Independence of Angola).
