I'm trying to find a translation for "sujets d'obligation" in the following sentence:
Les résultats désignent le changement des institutions et comportements des titulaires de droits et **sujets d'obligation**.
This is from an application for UN aid to fund a program to help women in Africa fight acquire land and learn their rights. The "sujets" appear to be the men in the community. This is about gender equality.
Here is another sentence where the term appears for some additional context:
"Avant la fin du programme, avec l'accord des acteurs et **sujets d'obligation** clés de leur communauté (hommes propriétaires, autorités locales, chefs traditionnels des X districts), les femmes des zones rurales exercent de plus en plus leurs droits fonciers, protégés par la législation."
I've thought about using "local partiicpants" but I think it means a little more than that - the term needs to express that they are also stakeholders I think.

What is the right of one person (the holder of some right) is the corresponding obligation for an other person involved (the one obliged to satisfy/fulfil/uphold the said right).
Here "sujets d'obligation clés de leur communauté (hommes propriétaires, autorités locales, chefs traditionnels des X districts)" are those subjects (as in "subjects of law" i.e. persons, not subjects of a monarch) who are under obligation to assure/uphold certain rights i.e. "droits fonciers des femmes des zones rurales, protégés par la législation."
