This word appears in a report on an agreement between the UN Development Programme and the French Senate; it occurs in a section about the French Senate's expertise in assisting foreign parliaments with legislative procedures; "légistique" comes under the heading of "legislative procedures" along with "editing laws, monitoring the application of laws and procedures in a two-chamber parliament". Hope this helps! The text is not overly legal however. I found this definition below in a French legal site but it hasn't helped me find a translation!
