cope with a hiatus/plateau in its development
"Faire face à" is to cope/deal with. One could retain the symbolism of palier by using "plateau" but, as this is not a literary text, I think that metaphor is unnecessary and the clarity of "hiatus" is to be preferred.

: Je crois qu'il faut voir palier comme dans une cage d'escalier, tout simplement. Tu n'es pas obligé de t'arrêter pour reprendre ton souffle, mais tu en as l'occasion.//IMO palier n'est pas automatiquement connoté de l'idée négative de marquer le pas.
