I can't make head or tails of the last part of this quote ("... ne voittaneilta toimittajilta").

1) What meaning is "-lta" conveying here?

2) Does "ne" refer to "kilpailutukset"?
And if it does, then how is it logically possible to implement procurements as "kilpailutukset" involving suppliers who have *already* won the "kilpailutukset"??

(Perhaps the answer to #1 would unlock the answer to #2.)

If I understand right, you're saying that the suffix "-lta" is linked to "hankinnat" in this sentence: the procurements/acquisitions will be *from* the suppliers who have won the bid competition. My confusion came from thinking that "kevennettyinä kilpailutuksina ne voittaneilta toimittajilta" formed a phrase within this sentence.
