1) What meaning is "-lta" conveying here?
2) Does "ne" refer to "kilpailutukset"?
And if it does, then how is it logically possible to implement procurements as "kilpailutukset" involving suppliers who have *already* won the "kilpailutukset"??
(Perhaps the answer to #1 would unlock the answer to #2.)

My confusion came from thinking that "kevennettyinä kilpailutuksina ne voittaneilta toimittajilta" formed a phrase within this sentence. |
