"Ecosystem" here is a system consisting of larger computers (called servers) and small computers and a network.
"keeping power in IT's hands" means the IT department has the power to make independent decisions regarding the safety of the computer system, to prevent the system from being hacked. It doesn't have to rely on another department for decision making or funding.

Hacking (intrusion into a computer system to disrupt or steal data) has increasingly become a problem for computer systems. People in the IT department are the most knowledgeable in computers and network security. You don't want to wait for the CEO or CFO, who may not know anything about computers, to make decisions about network and data security. You have to keep the power of decision making in the IT department.

I think different from you. Here, "keeping power in IT's hands" means everything depends on IT, I think. In other words, "our ecosystem" and 'security" depends on the development of IT.

Our ecosystem is designed with security in mind, with control and access managed by the IT dept.
I think this type of ecosystem, used at universities for example, is based on centrally managed permissions.
