The sentence like this:" My portrait focused on epistemic processes because the role of useful knowledge has been relatively neglected both in previous historical portrait of Athens and in recent social-scientific attempts to explain the performance advantage enjoyed by democracies in competitive environments. The goal has been to supplement these other approaches, by highlighting the relationship among knowledge, performance, and democratic institutions."

I wonder how to understand the structure of " The goal has been to supplement these other approaches..."

the aim has been to add to "the role of useful knowledge"

because

"the role of useful knowledge has been relatively neglected"

both in the way Athens has been viewed historically and in more recent socio-scientific efforts to explain "the performance advantage enjoyed by democracies in competitive environments"
