I don't understand the meaning of "provide" and "mobilize" in this context:

This bar chart shows the mitigating, cross-cutting and adaption themes that climate finance provided and mobilized from 2016 to 2020.

The terms "provided" and "mobilized" in the given context are usually used with reference to financing, so I would say that actually they are talking about "climate finance that was provided and mobilized in the said period" - but obviously there is something wrong with the sentence, something is missing or similar ...

Mobilise as in set in motion or cause to happen. I don’t think provide adds much. Only you know what exactly is in the chart though.

A rephrase: "Climate finance has provided and mobilized cross-cutting, mitigating and adaptation methods/techniques shown in this bar chart."

I was working with groups funded by climate funds, and they sure had a lot of methods involved. 'Mobilizing' is also used here because they usually have resources worldwide or are stretched wide and thin. Hence, creativity and adaptation methods are key.
