In a questionnaire for Municipal Waste, there's a question that says, "Is the client willing to accept a boot for 25 years?"

I don't know what "to accept a boot" means? or the exactly meaning of "a boot"
it could mean "subyugar"? but I don't think it is related with the topic of this questionnaire...

can somebody help me?
