Hello, could someone please help me with this sentence? It's from a Certificate of Marriage Registration.
This is a duplicate of the LICENSE TO MARRY -- NOT a Completed Marriage.
I understand the meaning, but I'm not sure on how to properly convey it into legal terminology.

un permiso para celebrar el matrimonio, no un matrimonio efectivo
I don't think we can make reference directly to a "license" with a term "licencia", because it seems to be used by spanish-speakers in South America or in USA. In Spanish it should be "permiso" or at least "autorización".
